Even before the pandemic, millions of Americans were living paycheck to paycheck. According to the Federal Reserve, 40 percent of Americans were unable to cover an unexpected expense of $400. Now, as extended unemployment benefits are expiring, advocates are pushing for a form of guaranteed income.
