Hurricane Harvey devastated towns up and down the Gulf Coast a year ago and many are still struggling for financial relief. One blue-collar city, Port Arthur, TX, suffered record rainfall and more than 80 percent of the housing was damaged. Even the mayor is still out of a home while he works to rebuild his city. Soledad O’Brien speaks with Mayor Derrick Freeman about why recovery efforts have been so slow.
