Competition from deeper-pocketed out-of-state investors and private equity firms buying up bundles of homes in predominantly Black neighborhoods are partly driving housing prices higher right now. In Milwaukee, the non-profit ACTS has raised millions of dollars in private donations in order to get local residents into lower-cost mortgages instead of high-cost rents.
