Hurricane Florence made landfall last month with winds topping 100 miles per hour, but it was the torrential downpour and flooding that caused the most damage. The storm dropped 8 trillion gallons on North Carolina alone, forcing more than 22 thousand people to seek shelter. Samuel Gunter, head of the North Carolina Housing Coalition, says the storm just exacerbated the state’s already dire housing situation. He joins Soledad O’Brien to discuss the road to recovery.
