The U.S. Intelligence community is clear: states should be prepared for interference in the 2018 midterms, especially from hackers working for the Russian government. Yet Congress shot down a proposal to send states $250 million for election security. Are the states prepared? In just the state of Vermont, their electoral management system works to block more than 800,000 cyber-attacks a day. VT Secretary of State Jim Condos tells Soledad O’Brien that although the federal government has been slow to action, he believes the states are taking this seriously.
